UEFA Plans Champions League-Style Qualifying Revamp for 2030 World Cup

UEFA is planning a major revamp of European qualifying that would make it feel more like the Champions League. Under the proposal, the 36 highest-ranked national teams would be split into three 12-team groups in League A and play six opponents in a Swiss-system style format, with League B also reorganised into smaller groups. UEFA says the aim is to reduce dead rubbers, keep strong and weak teams apart, and improve competitive balance without adding extra dates to the international calendar.

How it would work

The biggest change is that qualification would no longer be based on the traditional home-and-away group format for everyone. Instead, top-ranked teams in League A would face six different opponents, while the lower leagues would be arranged to create more balanced competition. UEFA says the three League A group winners would qualify directly for the finals, with the remaining places decided through playoffs involving teams from both leagues.

Why UEFA wants it

UEFA president Aleksander Ceferin says the new system would create a more dynamic competition, cut down on meaningless games, and give fans a better product. The idea is also meant to protect smaller nations from repeated heavy defeats while still giving everyone a fair route to the tournament. FA chief executive Mark Bullingham has also backed the broader push to rethink international qualification.

What else changes

UEFA is also planning changes to the Nations League from 2028-29. That competition would move from four leagues to three leagues of 18 teams, with each league split into three groups of six. The quarter-finals, semi-finals and final would stay in the existing March and June windows.

2030 World Cup context

Spain and Portugal, as co-hosts for 2030, would qualify automatically but would still take part in the qualifying framework in some form linked to the Nations League. UEFA’s executive committee is expected to sign off the new system at its September meeting, so the format is not final yet.
